What if a vendor is a non-starter for compliance reasons regardless of other scores?

Add a veto threshold on the security and compliance criterion. Any vendor that doesn't clear your minimum is excluded from the ranking automatically, without inflating the weight of that criterion for vendors that do pass.

How do we score criteria we can't fully evaluate before signing?

Score based on the best available evidence: reference customer calls, responses to your security questionnaire, support response time during the trial. Document your evidence in the criterion notes. A score of 6/10 with a note "based on one reference call" is more honest and more defensible than a confident 9.

What if different team members would weight criteria differently?

You have two options: run separate evaluations for each stakeholder group and compare, or align on a single set of weights through the pairwise comparison process. The latter is usually more productive. The forced trade-off questions tend to surface genuine disagreements faster than open-ended discussion.
